The Union Ministry of Environment, Forest and Climate Change released the 5th Swachh Vayu Sarvekshan awards on September 7, 2026, on the occasion of the International Day of Clean Air for Blue Skies. The annual survey assesses 130 cities across India, categorizing them by population size and scoring them based on policy initiatives and infrastructure implementation rather than direct air quality measurements.

In the category for cities with a population of over 10 lakh, Lucknow secured the top spot, followed by Indore and Jabalpur. Delhi, which frequently struggles with hazardous air quality during peak winter months, was ranked 21st in this category. This positioning, which places the national capital ahead of cities like Srinagar (26th) and Bengaluru (32nd), has drawn attention due to the stark difference between administrative rankings and the daily experience of residents regarding air pollution.

Understanding the Methodology

The Swachh Vayu Sarvekshan is primarily a tool to evaluate the progress of the National Clean Air Programme (NCAP). The criteria for the rankings include the effectiveness of road dust suppression measures, solid waste management, industrial emission controls, and the adoption of electric vehicles in municipal fleets. Because the ranking evaluates the 'implementation of initiatives'—such as the number of mechanical sweepers deployed or waste processing capacity—it often rewards cities for building infrastructure even if atmospheric pollution levels remain high.

For investors and industry observers, these rankings provide insight into the priority areas for government and municipal spending. The focus on road dust management, waste processing, and clean-energy public transport indicates where capital allocation is directed under the NCAP.
