Ken-Betwa Project Protest Ends After Police Action in MP

A 15-day tribal protest against the Ken-Betwa Link Project in Chhatarpur, Madhya Pradesh, concluded following police intervention on Sunday. The demonstration, which raised concerns over alleged project irregularities and displacement, highlighted the challenges of executing large-scale water infrastructure initiatives in sensitive regions.

A prolonged demonstration by tribal communities in Madhya Pradesh’s Chhatarpur district against the Ken-Betwa Link Project came to an end on Sunday. Local authorities cleared the protest site near Kupi village, where tribal groups, largely represented by women, had gathered since July 3 to express opposition to the ongoing construction and development activities associated with the project.

Project Scope and Objectives

The Ken-Betwa Link Project is a major national infrastructure initiative designed to connect the Ken and Betwa rivers. The primary goal is to transfer surplus water from the Ken basin to the Betwa basin to provide irrigation and drinking water to the drought-prone Bundelkhand region, which covers parts of both Madhya Pradesh and Uttar Pradesh. Given its scale, the project involves significant land acquisition and the relocation of communities residing within the affected riverbanks.

Concerns Over Execution and Governance

The protesters raised multiple concerns regarding the implementation of the project, including allegations of irregularities in funds managed for the project's execution. Specific claims by agitators included an alleged Rs 400 crore discrepancy, though these claims are part of an ongoing dispute between local community leaders and state authorities. Beyond the financial allegations, the protesters demanded stricter compliance with environmental protection norms and better rehabilitation support for families who lost land and livelihoods due to the project.

During the final stages of the protest, leader Amit Bhatnagar, who had been on a hunger strike, was moved from the protest site. While local leaders claimed he and others were detained, police officials stated that the intervention was aimed at restoring order and that the individuals were transported back to their respective villages rather than arrested.

Investor and Project Monitorables

For investors and stakeholders tracking large-scale infrastructure projects in India, this event underscores the operational risks associated with land acquisition and environmental clearances. Projects of this nature often face execution delays due to community resistance, litigation, or regulatory hurdles regarding environmental safeguards. The primary monitorables for this project remain the official timeline for completion, the transparency of the financial auditing process, and the government's ability to address the rehabilitation needs of displaced populations without causing further project stalls. Future updates on project progress, official responses to the alleged irregularities, and any changes in the environmental clearance status will be key indicators for the long-term execution risk of the project.
