India's thermal power plants experienced a sharp decline in operational efficiency, with utilization levels dropping to a three-year low in October 2025. The plant load factor (PLF) for these plants fell to 57 percent, a decrease from 62 percent in September 2025 and 66 percent in the previous year. The last comparable low was observed in October 2022.
Several factors contributed to this downturn. While maintenance shutdowns are common during the monsoon, an extended monsoon season and lower ambient temperatures this year have significantly curbed electricity demand. The situation was so critical that the government had to curtail a substantial amount of solar power generation in October.
A report from the Central Electricity Authority indicates a notable reduction of 5.6 percent in total energy requirements in October compared to the year prior. Energy demand has shown sluggish growth throughout the first half of the current fiscal year. Consequently, analysts are revising their electricity demand forecasts downwards. For instance, ICRA now anticipates electricity demand to grow between 4.0-4.5 percent in FY26, a reduction from their earlier projection of 5.0-5.5 percent.
Impact: Electricity demand is closely linked to economic activity. A sustained slowdown in power consumption can serve as a cautionary indicator for the health of the overall economy. Investors are advised to monitor these trends. Power generation companies have already faced the repercussions, with NTPC reporting muted earnings in Q2 FY26 due to declining generation and plant utilization. Adani Power also saw its earnings affected by weak demand. A continued decline in demand could lead to significant cuts in earnings estimates for power companies, which are already grappling with weak prices in the spot electricity markets.
