US sanctions on Rosneft and Lukoil have slashed the price of Russia's Urals crude oil for Indian refiners, offering discounts as high as $7 a barrel. This is the cheapest price seen in at least two years. While many refiners initially avoided oil arriving after sanctions, some are now considering non-sanctioned Russian sellers, though such cargoes are scarce.
