Romania Shuts Cernavoda Nuclear Plant Units Due to Danube Drought

Nuclearelectrica has shut down both nuclear reactors at the Cernavoda power plant in Romania due to critically low water levels in the Danube River. The facility, which supplies approximately 20% of Romania's electricity, is now offline indefinitely. The government has declared a state of energy alert, turning to imports and coal-fired plants to maintain grid stability while awaiting water levels to improve.

The Cernavoda nuclear power plant, a critical component of Romania’s energy grid, has suspended operations at both of its nuclear reactors. The operator, Nuclearelectrica, took the units offline after a prolonged drought caused water levels in the Danube River to drop to record lows. The plant relies on the river for its cooling systems, and insufficient water flow has made safe operations impossible under current conditions.

The facility typically provides about 20% of Romania’s total electricity supply. With both units now out of commission—the first unit having been shut down in late July and the second following in August—the country is facing a significant supply gap. To manage this deficit, the Romanian Ministry of Energy has declared a 30-day state of energy alert. The government is currently relying on a mix of alternative power sources, including wind and hydro energy, as well as postponing the scheduled closure of coal-fired units to ensure the grid remains stable. Additionally, Romania is coordinating with regional partners to increase electricity imports to meet domestic demand.

Efforts to keep the plant operational during the drought have proven difficult. Authorities previously attempted to redirect water flow near the Bala Canal by placing rock-filled barges and using controlled measures to manage water levels, but these attempts could not counteract the impact of the severe weather. The plant’s operator emphasized that the shutdown is a controlled safety measure and has confirmed that there is no risk to nuclear safety, the environment, or the public.

For investors and the broader energy sector, this event highlights the operational risks posed by climate-related factors on infrastructure. Because the plant provides a significant portion of the country's baseload power—the steady, reliable electricity that supports the grid—the shutdown increases reliance on more expensive or less predictable energy sources. This could lead to upward pressure on power prices within the region, depending on the duration of the shutdown and the cost of the replacement energy.

Looking ahead, the most important factor for the market will be the timeline for a potential restart. This is entirely dependent on hydrological forecasts and whether significant rainfall can restore Danube water levels. Investors may monitor official updates from Nuclearelectrica regarding water levels, grid management, and any financial adjustments resulting from the lost generation capacity during this period. The situation also serves as a reminder of how energy utilities are increasingly sensitive to environmental changes.
