NHPC Faces Project Risks as Protests Hit Siang Dam

Protests have intensified in Arunachal Pradesh over the 11,200-MW Siang Upper Multipurpose Project, implemented by NHPC Limited. The regional unrest, involving district-wide shutdowns, creates significant operational and timeline risks for the massive power project. Investors may need to track the impact of these social tensions on project execution and potential cost overruns for the state-owned utility company.

NHPC Limited is facing significant operational challenges in Arunachal Pradesh as civil unrest intensifies regarding the proposed 11,200-MW Siang Upper Multipurpose Project. Recent protests, spearheaded by local organizations including the Siang Affected Area Youth Association, have led to district-wide shutdowns in East, Upper, and Siang districts. These events have disrupted pre-feasibility survey activities, drawing attention to the complex risks associated with developing large-scale infrastructure in sensitive border regions.

The project is a cornerstone of the government's strategy to address water flow regulation and counter large-scale hydropower infrastructure developments being undertaken by China upstream on the Yarlung Tsangpo (Siang) River. Given its massive capacity of 11,200 MW, the project is viewed by policymakers as a critical strategic asset. However, the plan has met with persistent resistance from indigenous communities, who express deep concerns over the loss of ancestral lands, potential displacement, and damage to their cultural heritage.

For investors, the situation presents a clear execution risk. Large hydropower projects are capital-intensive and require long, uninterrupted timelines to reach completion. When local opposition leads to prolonged agitation, vandalism, or administrative delays in land acquisition and survey work, the risk of cost overruns increases significantly. Such delays can hurt the internal rate of return and impact the financial viability of the project for the developer.

Furthermore, the government’s reliance on the project for national security objectives adds a layer of complexity. While this may ensure continued state support, it also heightens the pressure on NHPC to navigate a difficult social environment. Authorities have responded with security deployments, including the Rapid Action Force, to maintain order and protect project sites.

Investors may monitor the company’s official exchange filings for any material updates regarding the status of the pre-feasibility work or changes to project timelines. The key monitorable remains whether the company and local administration can initiate a dialogue that balances the national strategic goals with local community requirements, as failure to do so could result in extended delays for this major capital expenditure project.
