Starting October 1, 2026, domestic LPG consumers must complete biometric Aadhaar authentication to continue receiving government subsidies. Users who fail to verify their accounts will lose eligibility for price support and must pay the full market rate. This initiative aims to remove duplicate connections, potentially reducing the subsidy burden on state-run oil marketing companies like IndianOil, BPCL, and HPCL.
From October 1, 2026, the Ministry of Petroleum and Natural Gas will enforce a new requirement for LPG subsidy distribution. While cooking gas supplies will continue without interruption, consumers who have not completed their biometric Aadhaar verification will lose access to government-subsidized pricing. These individuals will be required to pay the full market rate for every cylinder booked.
This policy is a significant step toward cleaning up the beneficiary database used by state-run oil marketing companies (OMCs) like IndianOil, Bharat Petroleum (BPCL), and Hindustan Petroleum (HPCL). As of mid-September, official data showed that approximately 274 million consumers—about 89.9% of the total base—had completed their authentication. To encourage the remaining households to finish the process, the government has sent over 120 million notifications through SMS and WhatsApp over the past year.
For investors, this mandate provides important context regarding the fiscal health of the OMCs. These companies have been operating under the pressure of mounting under-recoveries, which reached over ₹62,000 crore as of August 31, 2026. By removing ineligible or duplicate connections from the subsidy list, the government intends to curb leakage and ensure that financial support is directed only to verified, eligible families. The government has allocated ₹30,000 crore for LPG subsidies in the 2025-26 and 2026-27 fiscal years.
The Ministry has set up several ways for consumers to complete this verification to avoid service disruption. Customers can complete the biometric check at their doorstep during the next scheduled cylinder delivery. Alternatively, they can visit local distributor showrooms or use official mobile applications such as IndianOil ONE, HelloBPCL, or the HP PAY app.
The key monitorable for the sector will be how efficiently OMCs manage the transition and the extent to which this reduces the subsidy outflow. While the mandate aims to improve fiscal management, the operational success depends on how quickly the remaining 10% of the consumer base completes the process and the impact on daily customer operations at gas distribution centers.
