India’s Energy Strategy: CSE Pitches ‘Flexible Coal’ To Balance Renewables

The Centre for Science and Environment (CSE) is urging thermal power plants to adopt 'flexibilization' to better integrate India’s rapidly growing solar and wind capacity into the grid. With India reaching 50% non-fossil capacity, this shift focuses on adjusting coal output to match renewable supply. For investors, this move highlights potential capital spending for plant upgrades and the critical need for new regulatory tariff frameworks to support grid stability.

India’s power sector is currently navigating a complex transition. While the country hit a major milestone in November 2025 by reaching 50% non-fossil-based power capacity, the rapid expansion of solar—now exceeding 160 GW—has placed significant strain on the national grid. The Centre for Science and Environment (CSE) recently released a report advocating for "flexibilization" of the existing coal fleet, a strategy that aims to make thermal power plants agile enough to complement, rather than compete with, renewable energy sources.

At the core of this strategy is the concept of operational flexibility. Historically, India’s coal-fired thermal plants were designed to operate at a steady, high output, known as base load. However, solar and wind energy are variable; generation fluctuates based on weather and time of day. When solar generation drops sharply, such as after sunset, the grid needs an immediate backup. Flexibilization involves upgrading plant equipment, control systems, and operating procedures to allow these coal units to ramp their power generation up and down quickly, essentially acting as a shock absorber for the grid.

The business case for this transition is largely driven by cost efficiency. Upgrading existing thermal assets to become flexible is estimated to cost between Rs 0.27 and Rs 0.46 per unit of electricity. In contrast, building large-scale battery storage systems to manage grid instability remains significantly more expensive. For power companies, this provides a pathway to extend the useful life of existing coal assets while remaining relevant in a renewable-dominant energy mix.

For investors, the shift to flexible coal has notable financial and regulatory implications. Companies like NTPC and other private thermal power generators are central to this transition. However, the business impact depends heavily on regulatory support. Currently, most thermal power plants operate under long-term Power Purchase Agreements (PPAs) that guarantee payments based on constant, high-load generation. These rigid contracts often do not account for the operational costs or wear and tear associated with frequent starting, stopping, and ramping up of plants to support renewable integration.

Investors should monitor how the Central Electricity Regulatory Commission (CERC) and the Central Electricity Authority (CEA) structure future tariff policies. For flexibilization to be financially viable for power producers, regulators will likely need to introduce compensation mechanisms or provide incentives, such as preference in the power dispatch order, to cover the extra costs of running flexible units. Without these regulatory changes, thermal power companies could face margin pressure from increased maintenance costs and reduced operational efficiency.

The real challenge for the power sector remains balancing energy security with the logistical limits of the current grid infrastructure. While the CSE report presents a roadmap for "renewable coal," success depends on the ability of utilities to move past the traditional PPA models and invest in necessary retrofits. The next important update for shareholders will be policy announcements regarding how thermal plants are incentivized to provide this grid flexibility.
