The Union Cabinet has approved a ₹375 billion incentive scheme to promote domestic coal gasification. This move aims to cut import dependence on key chemicals like methanol and ammonia by converting coal into industrial feedstocks. Investors should note that while this supports domestic manufacturing, the project faces environmental challenges that will require significant investments in carbon capture technology.

The Indian government has launched a major initiative to transform the country's coal-to-chemical landscape. In May 2026, the Union Cabinet approved a ₹375 billion incentive program designed to fast-track surface coal and lignite gasification projects. By converting domestic coal into syngas—a building block for products like urea, methanol, and synthetic natural gas—the government aims to curb reliance on imported industrial feedstocks.

Strategic Shift in Resource Use

India holds massive coal reserves, yet the nation remains a large importer of chemicals and fuels. As of fiscal 2025, the country relied on imports for nearly all of its ammonia needs and about 90% of its methanol requirements. The government expects this new policy to attract private investments totaling ₹2.5-3.0 trillion. By creating a domestic supply chain, the initiative is intended to insulate domestic manufacturers from the global price volatility that often impacts imported feedstocks.

This program is significantly larger than the ₹85 billion initiative introduced in January 2024. The latest plan provides capital incentives of up to 20% for plant and machinery costs, with funds released based on project milestones. Additionally, the government has introduced coal linkage reforms to secure raw material supplies for project developers for up to 30 years, reducing the risk of supply disruptions.

Environmental Challenges and Technology Needs

While the plan offers a pathway to energy independence, it brings material environmental concerns. Using coal to produce hydrogen and other chemicals is more carbon-intensive than traditional natural gas-based methods. Studies suggest that shifting to coal gasification at the target scale could more than double CO2 emissions in this specific chemical production segment, moving from 47-52 million tonnes to over 100 million tonnes annually.

To align with national emission goals, companies involved in these projects will likely need to adopt Carbon Capture, Utilisation, and Storage (CCUS) technologies. Currently, the CCUS infrastructure in India is in its early stages, with only a few projects operational or under construction. This creates an execution risk for companies, as the cost of implementing carbon capture could affect project profitability and overall return on investment.

What Investors Should Monitor

The success of this initiative will depend on how effectively companies manage the balance between chemical production and environmental compliance. Investors should track project timelines and the ability of companies to secure coal linkages under the new reforms. Additionally, the adoption rate of CCUS technology will be a critical monitorable, as it will likely determine the long-term viability and regulatory compliance of these capital-intensive projects. Future updates on project bidding and the actual disbursement of incentives will provide more clarity on the financial impact for the energy and chemical sectors.
