European Nuclear Plants Cut Output Amid Heatwave, Drought

Severe heat and low river water levels are forcing nuclear power plants in Hungary, Romania, and France to reduce or halt operations. These climate-related disruptions threaten to tighten energy supplies and complicate the European Union’s efforts to reduce reliance on Russian fuel imports.

A record-breaking heatwave and prolonged drought are impacting nuclear power infrastructure across Europe, creating significant challenges for grid stability. Because many nuclear plants rely on river water for cooling, extreme weather conditions now pose a direct operational risk to power generation capacity.

River Water Shortages Disrupt Production

In Hungary, the Paks nuclear power plant is facing an unprecedented full shutdown. The Danube River, which provides the necessary cooling water for the facility, has reached record-low levels due to the lack of rainfall. Hungarian authorities have warned that electricity supplies could reach a critical state starting August 3, urging citizens to reduce energy consumption during peak hours. Romania is facing similar pressure at its Cernavodă nuclear plant, which generates about 20% of the country’s electricity. One of its two reactors has already been taken offline, and officials are monitoring river levels closely to determine if the second unit must also be halted.

Meanwhile, in France, state-owned utility Electricité de France (EDF) has taken the Golfech-2 reactor offline. This decision was driven by environmental regulations that prevent plants from discharging warm water back into rivers when the water temperature itself is already too high. Similar cooling constraints have also affected other French nuclear facilities during past summer heatwaves.

Risks to Energy Security and Policy

These events highlight the vulnerability of nuclear infrastructure to climate-driven weather patterns. The disruptions are particularly concerning for the European Union as it attempts to execute its REPowerEU plan. This strategy was designed to phase out imports of Russian oil and gas, with nuclear energy viewed as a reliable alternative to help achieve energy independence. However, the current inability of these plants to operate at full capacity during extreme heat shows that even low-carbon energy sources face significant climate-related operational risks.

In the United Kingdom, environmental conditions also created safety concerns near the Sizewell B nuclear plant, where a nearby forest fire forced local authorities to declare a major incident. While there was no direct impact on the plant's operations, the proximity of wildfires to critical energy infrastructure serves as a growing concern for safety planners.

Investors and energy market analysts will be watching to see how long these shutdowns persist and whether electricity prices in the region experience upward pressure due to tighter supply. The key monitorables moving forward include the duration of the current heatwave, the recovery of river water levels, and any potential adjustments to environmental regulations regarding water discharge that might allow plants to operate under more flexible conditions during extreme weather.
