Coal India, AMNS India Sign MoU for Odisha Gasification Plant

Coal India and ArcelorMittal Nippon Steel India have signed a non-binding pact to explore a coal gasification project in Paradip, Odisha. This initiative aims to produce syngas with carbon capture technology, aligning with national energy goals. Coal India shares closed at ₹409.30 on August 12, 2026.

Coal India Limited (CIL) has announced a partnership with ArcelorMittal Nippon Steel India (AMNS India) to explore the development of a coal gasification facility. The companies signed a non-binding Memorandum of Understanding (MoU) on August 12, 2026, focusing on a location near the AMNS pellet plant in Paradip, Odisha.

Shares of Coal India closed at ₹409.30 on the day of the announcement, recording a decline of 0.80%. The market reaction reflects the early nature of this development, as the agreement does not involve an immediate financial commitment.

The project aims to utilize coal gasification technology to convert coal into synthesis gas, often called syngas. This gas can serve as a cleaner industrial fuel or a chemical feedstock. A key feature of the proposed collaboration is the integration of Carbon Capture, Utilization, and Storage (CCUS) technology. For AMNS India, a successful implementation could help lower dependence on imported natural gas and coking coal, which are often subject to volatile global price swings.

This initiative aligns with a broader push by the Indian government to promote cleaner coal usage. In May 2026, the Union Cabinet approved a significant incentive scheme worth ₹37,500 crore to support coal gasification projects. The national objective is to gasify 100 million tonnes of coal by 2030, a move intended to enhance energy security by leveraging India's large domestic coal reserves.

While the partnership signals a strategic intent to diversify, investors should note that the agreement is in its preliminary stage. Being non-binding, it does not guarantee that the project will reach the construction phase. Coal gasification is a highly capital-intensive process that requires significant investment in technology and infrastructure. The commercial success of the plant will depend on the findings of the Preliminary Feasibility Report (PFR), which will assess both the technical challenges and the cost-benefit analysis of producing syngas compared to conventional fuel sources.

Furthermore, while coal gasification is being explored as a cleaner alternative, it remains a carbon-intensive industrial process. The successful integration of CCUS technology will be essential to meet the project's sustainability goals. Future updates on the feasibility study and any binding investment agreements will be the key monitorables for shareholders. Investors may keep an eye on official exchange filings for updates regarding the progress of the PFR and any definitive plans agreed upon by both companies.
