CERC Allows Renewable Projects to Keep Grid Access for a Fee

India’s power regulator has introduced a new mechanism allowing renewable energy developers to pay daily fees to retain grid connectivity instead of facing automatic disconnection. This decision provides a critical buffer for projects delayed by land or financing issues, helping companies avoid losing their allocated grid slots while they work to meet construction targets.

The Central Electricity Regulatory Commission (CERC) has introduced a new regulatory framework that allows clean energy developers to maintain their grid connectivity rights even after missing project milestones. By paying a daily fee, developers can now avoid the risk of immediate disconnection, which had previously threatened projects stuck due to factors like delays in land acquisition, financing, or transmission readiness.

Under the new guidelines, the fees are set based on the nature of the delay. Developers can pay 1,000 rupees per megawatt (MW) each day for extensions related to land acquisition or securing financing. A higher fee of 3,000 rupees per MW per day applies to delays in commencing commercial operations. These measures provide a structured way for companies to extend their project timelines—up to three months for land, six months for financing, and up to 12 months for commissioning—without losing their access to the national transmission network.

This policy shift is particularly significant as India pushes toward its target of 500 gigawatts of non-fossil fuel capacity by 2030, a major increase from the current level of approximately 300 gigawatts. Transmission infrastructure remains a primary bottleneck for the sector, with thousands of megawatts of potential capacity often lying idle or delayed due to the lack of ready connectivity or grid infrastructure. The new fees serve as a mechanism to balance the efficient use of limited grid resources with the practical realities of large-scale infrastructure development.

For investors, this change is a double-edged sword. While it offers relief to companies facing temporary setbacks and prevents the total loss of investment in stalled projects, it also introduces additional operating costs. Developers who struggle to commission their plants must now account for these daily outflows, which can pressure profit margins if the delays persist. Furthermore, companies that fail to meet even the extended deadlines still risk losing their grid connectivity and the associated bank guarantees, meaning the fundamental execution risk remains unchanged.

The broader renewable energy sector continues to face challenges, including an estimated annual financing gap of 35 billion dollars and supply chain uncertainties for solar modules. Transmission readiness and the speed of grid integration are essential for avoiding power curtailment, where generated electricity cannot be evacuated due to lack of grid capacity. As the industry moves forward, the key monitorable for stakeholders will be the actual pace of project execution and whether these grace periods successfully lead to the commissioning of stalled capacity or simply defer the inevitable for unviable projects.
