Uttar Pradesh has received over ₹7,000 crore from the central government's interest-free loan scheme for capital spending. This disbursement is part of a national effort to boost state-level infrastructure and reform implementation for FY27. Uttar Pradesh has emerged as the leading recipient under the Scheme for Special Assistance to States for Capital Investment (SASCI) for the current financial year. According to government data, the state has secured over ₹7,000 crore in the first three and a half months of FY27. This funding is part of a broader national initiative, with the Centre having released more than 22% of the total ₹2 lakh crore annual allocation, amounting to over ₹44,500 crore disbursed so far.

Understanding the SASCI Funding Model

The SASCI program provides states and Union Territories with 50-year interest-free loans. The primary objective is to accelerate capital expenditure, which refers to money spent on long-term assets like roads, bridges, and infrastructure, rather than day-to-day operating expenses. By easing the debt burden on states, the Centre aims to encourage infrastructure growth that might otherwise be slowed by high interest costs on standard market borrowings.

Strategic Reforms and Infrastructure Impact

For FY27, the scheme is divided into 12 distinct parts, tying fund releases to specific reform goals. Beyond general infrastructure development, the Centre is incentivizing policy updates in the telecom and agricultural sectors. States are now encouraged to align their local policies with the Right of Way Rules of 2024, which were designed to simplify and speed up the installation of telecom towers and fiber optics across the country. By standardizing these approvals, the government aims to reduce the time taken for telecom companies to expand their networks.

Another significant area of focus is the implementation of AgriStack. This digital initiative involves creating a unified database of farmers to improve the efficiency of subsidy distribution, particularly for fertilizers. By linking farmer IDs with fertilizer usage, the government intends to reduce leakages and ensure that support reaches intended beneficiaries more accurately.

The ability of states like Uttar Pradesh to efficiently use these funds is a key monitorable. Timely capital spending by state governments often acts as a demand driver for various industries, including cement, steel, construction, and power.
