NIUA Report Finds India's Urban Population Hit 84% in 2025

A new study by the National Institute of Urban Affairs estimates India's 2025 urban population at 84%, far exceeding the government's 36% forecast. This rapid shift highlights an urgent need for infrastructure investment and smarter land-use policies. For investors, this trend underscores significant long-term demand for urban real estate, vertical construction, and smart city technology providers.

A new report from the National Institute of Urban Affairs has revealed that India’s urban landscape is evolving much faster than previously estimated. According to the study, approximately 84% of the population resided in urban settlements in 2025, a figure that dwarfs the official government estimate of 36%. This discrepancy suggests that India is experiencing a massive, largely unorganized movement of people into towns and cities, creating both significant challenges for civic infrastructure and potential opportunities for organized real estate and technology development.

West Bengal as a Case Study for Urban Expansion

West Bengal serves as a primary example of this shift, having seen its number of Census Towns—areas that meet urban criteria but are often governed as rural entities—jump from 252 to 780 over the last decade. This rapid, often unplanned growth frequently happens before essential services like sewage, water, and power grids are fully established. The report suggests that without a structured transition to planned urban models, these regions risk becoming inefficient sprawls that are costly to maintain and serve.

Moving Toward Vertical Cities

The study argues that the traditional model of horizontal, low-density expansion is becoming unsustainable due to high infrastructure costs. To manage this density effectively, the report recommends shifting toward vertical densification. By increasing Floor-Area Ratios, which allow developers to build taller structures, cities can optimize land use. This strategy mirrors approaches used in global hubs like Singapore and New York, where housing, commercial offices, and retail spaces are integrated into single, high-density towers.

Technology and Infrastructure Opportunities

Beyond simple construction, the report highlights that future urban management requires a move away from basic data collection toward proactive systems. The integration of artificial intelligence and robotics is presented as a necessary evolution to manage real-time issues like traffic congestion and sanitation. For Kolkata and similar cities, the focus is shifting toward area-based redevelopment. This includes transforming underutilized assets, such as riverfronts and aging municipal market structures, into modern, mixed-use commercial and residential hubs. The model suggests that land monetization—or selling and leasing high-value plots—could provide the capital necessary for these large-scale urban improvements.

Investors tracking this trend may focus on companies involved in large-scale residential redevelopment, developers with expertise in high-rise construction, and technology firms providing smart city infrastructure solutions. The key monitorable for the coming years will be whether state and central governance frameworks can modernize building regulations and land-use policies fast enough to support these vertical and tech-integrated development models.
