The initiative, known as the Nari Shakti Vandan Adhiniyam, was passed in 2023 but has remained stuck in the implementation phase. The government has attempted to operationalize the reservation through the Constitution (131st Amendment) Bill. However, this effort encountered a significant legislative hurdle on April 17, 2026, when the bill failed to secure the required two-thirds majority in the Lok Sabha, preventing its passage.
The core of the ongoing legislative deadlock stems from differing views on the operational roadmap. Opposition parties have previously linked the implementation of the women's quota to the broader delimitation process, which involves redrawing electoral constituencies based on population census data. This disagreement regarding the structure of the delimitation exercise has been a primary factor delaying the constitutional amendment needed to make the reservation effective.
During his speech, the Prime Minister emphasized the role women currently play in local governance, pointing to their success as elected leaders at the panchayat and municipal levels as evidence of their capability. He encouraged parties to prioritize the policy and share the credit for its success, signaling an attempt to break the current legislative stalemate.
