MP Probes Rs 250 Crore Procurement Gaps in Civic Bodies

The Madhya Pradesh government is investigating Rs 250 crore in potential overspending across 374 urban local bodies on the GeM portal. Data shows massive price differences for identical items like LED lights and disinfectants over three years. Authorities are now auditing invoices to determine if these variances represent legitimate logistics costs or irregular vendor pricing practices.

The Madhya Pradesh government has launched an intensive investigation into procurement irregularities across its 374 urban local bodies. An audit by the State Electronics Development Corporation identified that, out of Rs 1,134 crore spent via the Government e-Marketplace (GeM) portal over the last three years, roughly Rs 250 crore could have been saved through standardizing costs. The state administration is now reviewing thousands of invoices to identify why the same items were purchased at wildly different price points.

The findings highlight significant challenges in the adoption of digital procurement systems at the local level. The Government e-Marketplace was designed to streamline public buying by providing a transparent, competitive platform for government agencies. However, the internal audit discovered extreme disparities that defy standard market pricing. For instance, the cost of a 60-watt LED light was recorded at prices ranging from Rs 306 to Rs 11,800. Similarly, the procurement cost of a litre of phenolic disinfectant fluctuated between Rs 5 and Rs 33,500.

These inconsistencies suggest either a lack of oversight in technical specifications or the potential for inflated billing. Officials are now cross-referencing these purchases to check if higher prices included hidden charges, such as specialized installation or delivery fees, or if local bodies were bypassing competitive bidding by routing orders to preferred vendors.

Sanjay Dubey, Additional Chief Secretary for the Urban Administration and Development Department, has initiated a rigorous audit process to hold local officials accountable. The administration is moving away from the previously lenient monitoring practices. Future procurements will likely face stricter scrutiny regarding technical specifications and vendor selection processes to ensure public funds are utilized efficiently.

The outcome of this audit is crucial for the stability of public spending in the state. For investors and vendors associated with government supply chains, the development signals a likely tightening of procurement compliance. Companies dealing with government contracts may need to prepare for more detailed invoice verification and standardized technical documentation requirements in the coming months.

The primary focus for the government in the next phase will be the completion of these audits and the recovery or regularization of these funds. Stakeholders should monitor future government directives regarding procurement policies, as the state works to prevent similar cost inflation in the future and ensures that digital procurement portals function as intended.
