Karnataka Excise Revenue Rises 13% as Beer Sales Surge

Karnataka’s excise revenue climbed to ₹22,191.63 crore for the first half of fiscal 2026-27, a 13.39% increase driven by the new alcohol-in-beverage (AIB) tax policy. Beer sales volumes jumped by 41.32% as consumption habits shifted, while IML growth remained modest. This tax reform, which simplified price slabs, is key to the state reaching its ₹45,000 crore annual revenue goal.

Karnataka's state excise revenue for the first half of the current fiscal year (April–September 2026) has reached ₹22,191.63 crore, marking a 13.39% increase compared to the same period in the previous year. This growth follows the implementation of a new Alcohol-in-Beverage (AIB) taxation framework introduced on May 11, 2026, which has significantly altered the revenue landscape for the state.

Impact of the AIB Tax Policy

The central change under the new policy is the taxation of liquor based on actual alcohol content rather than just volume. As part of these reforms, the state government reduced the number of price slabs from 16 to 8. This simplification was designed to remove inefficiencies in the tax structure and encourage a more transparent pricing model for consumers. The state has set an excise revenue target of ₹45,000 crore for the full fiscal year 2026–27, and the current performance indicates that the administration is on track to meet these goals if current growth trends persist.

Shift in Consumer Preferences

The most notable change in the state's beverage landscape has been the sharp increase in beer consumption. Beer sales volumes grew by 41.32%, rising from 195.27 lakh cases in the first half of 2025 to 275.96 lakh cases in the same period of 2026. This surge suggests that the new tax slabs have successfully incentivized consumers to shift toward lower-alcohol beverage categories. In contrast, the Indian-Made Liquor (IML) segment, which typically accounts for a larger share of state revenue, saw only a modest volume growth of 1.14% during the same six-month period.

Monitoring Future Developments

While the initial data points to a successful revenue mobilization strategy, the sustainability of this growth model remains a key area for observation. The policy is still in its early stages, and market participants are monitoring whether the simplification of slabs will continue to drive volume or if consumer behavior will stabilize in the coming quarters.

Risks for the sector include potential volatility in retail prices as companies adjust to the new tax environment and the possibility of passing on input costs to consumers. Additionally, while the shift toward lower-alcohol beverages is currently viewed as a positive move by policymakers, long-term fiscal success will depend on maintaining steady demand across all liquor categories. Investors and stakeholders will likely watch for upcoming monthly collection data and management commentary from major liquor companies operating in the region to gauge whether this momentum is sustainable throughout the fiscal year.
