India Updates Immigration and Travel Norms: Key Details

The Ministry of Home Affairs has notified the Immigration and Foreigners (Exemption) (Amendment) Order, 2026. This administrative policy simplifies visa and passport requirements for specific refugee groups and streamlines travel between India, Nepal, and Bhutan. As this is a government policy update, there is no direct impact on the stock market or listed companies.

The Government of India has officially notified the Immigration and Foreigners (Exemption) (Amendment) Order, 2026, effective November 5, 2026. This policy update introduces significant changes to documentation requirements for specific foreign nationals, refugees, and regional travelers. The order aims to streamline administrative processes while maintaining border security oversight.

Changes for Refugees and Long-Term Residents

The amendment provides specific relief to groups residing in India. Pakistani nationals who arrived in the country on or before December 31, 2009, and do not possess a Computerised National Identity Card, may now be exempt from standard passport renewal requirements. This exemption is subject to strict eligibility criteria, including a clean security record and confirmation that the individuals have not married or acquired property in Pakistan.

Additionally, the government has created a framework for religious minorities—including Hindu, Sikh, Buddhist, Jain, Parsi, and Christian communities—who fled persecution in Afghanistan, Bangladesh, and Pakistan. Those who entered India by December 31, 2024, are granted a pathway to stay, provided they secure the necessary visa documentation. The order also formalizes the status of registered Sri Lankan Tamil refugees who have been in India since January 9, 2015, and clarifies registration protocols for Tibetan nationals holding specific permits issued between 1959 and 2003.

Updates to Regional and Military Travel

The notification also introduces simpler travel documentation for citizens of India, Nepal, and Bhutan moving between these three nations. Under the new rules, these citizens can travel using specific identity documents as outlined in the official Visa Manual, bypassing the need for a standard passport for direct transit. However, this exception does not apply if individuals transit through countries like China, Pakistan, or Macau, where standard passports and visas remain mandatory.

Furthermore, the policy provides exemptions for Indian Armed Forces personnel traveling on official duty and their accompanying families on government transport. Foreign military crews arriving in India for ship repair services are also eligible for administrative exemptions under specific Military Ship Repair Permits.

Note for Investors

For readers monitoring the stock market, it is important to clarify that this update is a matter of administrative and social policy. This change does not impact the operations, earnings, debt levels, or financial outlook of any listed companies or business sectors. As this is not a commercial or corporate development, there is no direct correlation between this government notification and equity market performance.
