The Ministry of Rural Development has launched the third phase of the Digital India Land Records Modernisation Programme (DILRMP 3.0), committing Rs 565.5 crore to modernize land management across the country through 2031. Unlike a corporate project, this is a central government initiative designed to shift land administration from manual, state-specific record-keeping to a unified, GIS-enabled digital framework. This move is significant for the broader economy, particularly for sectors like real estate, infrastructure, and banking, which rely heavily on clear and verifiable land titles.
Building a National Land Stack
The core objective of this phase is the creation of a federated national land stack. By integrating state-level digital records, cadastral maps, and registration data into a single GIS-based system, the government aims to solve the problem of fragmented and inconsistent data. A key component of this effort is the mandatory rollout of the 14-digit Bhu-Aadhaar, or Unique Land Parcel Identification Number (ULPIN), for every individual piece of land. This unique identifier is designed to act as a permanent, searchable digital ID for land, helping to reduce ambiguity regarding property boundaries and ownership.
Beyond data integration, the government plans to upgrade 75 high-footfall sub-registrar offices into specialized Registration Seva Kendras. Modeled after the efficiency and structure of passport offices, these centers are intended to streamline the process for property owners, reducing the time and physical effort required for legal registration and documentation.
