The All India Defence Employees’ Federation (AIDEF) has raised a significant concern regarding the Terms of Reference (ToR) issued for the 8th Pay Commission. In a letter to Finance Minister Nirmala Sitharaman, AIDEF highlighted the absence of a specific mention of the 'date of effect' for the 8th Pay Commission's recommendations within the ToR. This is a notable deviation from the ToR of the 7th Pay Commission, which explicitly stated the implementation date (January 1, 2016). The federation fears that this omission suggests the government may unilaterally decide the implementation date, potentially disrupting the long-standing practice of revising central government employee and pensioner wages and pensions every 10 years.
Previous pay commissions have historically been implemented on January 1st of every tenth year, including the 4th CPC (1986), 5th CPC (1996), 6th CPC (2006), and 7th CPC (2016). AIDEF argues that the 8th Pay Commission's recommendations should also be implemented effective January 1, 2026, and requests this be included in the ToR. The federation also seeks a redrafting of the ToR to align with the 7th Pay Commission's format, ensuring clarity and reflecting stakeholder expectations.
