Cabinet Renames NSAP to Pradhan Mantri Samajik Sahayata Yojana; Allocates ₹53,428 Crore

The Union Cabinet has approved a ₹53,428 crore budget for the newly renamed Pradhan Mantri Samajik Sahayata Yojana. The program expands disability pension coverage by lowering the eligibility threshold to 40% and removing age restrictions, aiming to support citizens through the 2030-31 fiscal year.

The Union Cabinet has approved the continuation of the National Social Assistance Programme (NSAP) for the period 2026-2031, re-designating the initiative as the Pradhan Mantri Samajik Sahayata Yojana. This structural overhaul comes with a total financial outlay of ₹53,428 crore, reinforcing the government’s commitment to social welfare support for vulnerable sections of the population.

Expanding Disability Pension Coverage

A central feature of this policy update is the significant expansion in disability pension access. The government has lowered the required benchmark disability threshold from 80% to 40%, aligning the scheme with the Rights of Persons with Disabilities Act of 2016. Furthermore, the minimum age limit for enrollment has been removed, effectively making the pension accessible from birth. Under the revised structure, monthly assistance rates have been set at ₹375 for beneficiaries aged 0 to 79 and ₹625 for those aged 80 and older.

This move is designed to simplify access and broaden the base of support. The program, which currently extends to approximately 3.20 crore beneficiaries across states and Union Territories, serves as a vital safety net for individuals with disabilities, the elderly, and widows. While the disability criteria have been modified, the eligibility requirements for other components, such as old-age and widow pensions, remain unchanged.

Scheme Renaming and Administrative Flow

Alongside the rebranding of the umbrella program, specific welfare schemes have also received new names. The Indira Gandhi National Old Age Pension Scheme is now the Pradhan Mantri Vridhavastha Pension Yojana, while the widow pension and disability pension schemes have been renamed as the Pradhan Mantri Vidhawa Pension Yojana and Pradhan Mantri Divyangjan Pension Yojana, respectively. Additionally, the National Family Benefit Scheme is now the Pradhan Mantri Parivar Labh Yojana.

For the economy, this policy represents a steady commitment to social sector spending. While this announcement is administrative and welfare-focused rather than corporate, the allocated ₹53,428 crore expenditure is a significant fiscal outflow that directly supports household consumption and financial stability for millions of families at the lower end of the income pyramid. Investors typically track such large-scale government outlays as they influence the broader fiscal environment and provide a baseline for rural and social demand. The immediate next monitorable for stakeholders will be the pace of implementation across various states, as the effectiveness of these expanded benefits depends on seamless administrative integration and updated beneficiary identification processes.
