The Andhra Pradesh Cabinet has approved a ₹759 crore capital outlay for the Amaravati Sanghamam project and provided substantial loan guarantees for state power utilities. These measures aim to accelerate infrastructure in the capital region while addressing the debt management challenges within the state's energy sector.
The Andhra Pradesh Cabinet has finalized a ₹759 crore budget allocation for the Amaravati Sanghamam project located in Sakhamuru. This development plan aims to establish key public infrastructure in the capital region, including a state-of-the-art auditorium, a public library, and the Global Institute of Good Governance. The government has decided to execute these construction works using the engineering, procurement, and construction (EPC) model, a move intended to streamline project timelines and maintain accountability throughout the building phase.
Financial Support for Power Utilities
Beyond the new infrastructure push, the Cabinet has intervened to bolster the financial liquidity of state-run power utilities. The government authorized ₹950 crore in loan guarantees for the Transmission Corporation of Andhra Pradesh (APTransco), which will enable the utility to secure medium-term funding from the Power Finance Corporation. Additionally, further corporate guarantees were approved for the Andhra Pradesh Power Generation Corporation (APGenco) to support loans from both the Power Finance Corporation and the Rural Electrification Corporation, totaling ₹1,050 crore.
These guarantees are significant for the financial health of the state’s energy grid. State utilities often face liquidity pressure due to operational costs and payment delays, and government-backed guarantees help these entities maintain access to credit. For investors and stakeholders, these measures highlight the state’s commitment to ensuring operational continuity in the energy sector, even as it manages a heavy fiscal burden from concurrent capital projects.
Contract Re-evaluation
In a move reflecting a stricter stance on project execution, the Cabinet also formally cancelled the allotment of the 800 MW Owk Pumped Storage Project. The project was previously held by RVR Projects. This decision aligns with the government's ongoing effort to audit and re-evaluate infrastructure concessions, ensuring that project developers meet specific performance criteria and timelines.
Such cancellations create uncertainty for private companies involved in state infrastructure contracts. The ability of developers to meet execution benchmarks has become a critical monitorable, as the state government appears focused on preventing project delays. Moving forward, observers will track the progress of the Amaravati Sanghamam project's EPC tendering process and the continued fiscal performance of the state's power utilities as they utilize these new financial guarantees to manage their debt obligations.
