A new Center of Excellence for critical minerals was inaugurated in Nagpur on August 17, 2026, marking a significant step toward improving India's domestic supply chain for rare earth elements. The facility is a collaborative initiative between the TEXMiN Technology Innovation Hub, which operates under IIT (ISM) Dhanbad, and MaxelS Tekventures. The center is designed to integrate advanced exploration, digital mineralogy, and beneficiation—the process of improving the purity of mined ore—into a single technological platform.

Strategic Location and Local Impact

The choice of Nagpur for this facility is strategic. Maharashtra holds approximately 41% of India's total rare earth element reserves. Furthermore, the region is already home to established mining institutions, including the Indian Bureau of Mines and Western Coalfields Limited. This existing infrastructure provides a strong base for the new center to conduct research and development. The initiative is particularly relevant given that Western Coalfields has recently reported the discovery of critical minerals, such as lithium and potash, within the waste rock removed from its coal mines in the state. Transforming this 'overburden' into a source of valuable minerals is a core objective that could change how mining companies view waste material.

Technology and Value Chain Focus

The Center of Excellence focuses on the entire value chain of critical minerals. By using AI-based analytics and modern digital mineralogy tools, the facility aims to identify and process minerals more efficiently than traditional methods. This is intended to support the government's broader National Critical Mineral Mission, which seeks to reduce dependence on imports for materials used in batteries, electric vehicles, and defense technology.

Risks and Sector Challenges

While this development is positive for the mining sector, investors should remain aware of the inherent risks associated with critical mineral projects. These ventures often require high upfront capital and have long gestation periods before becoming profitable. Additionally, the sector faces stiff competition from global players, particularly those in China, which dominates the refining and processing of these minerals. This global overcapacity can lead to price volatility, potentially putting pressure on profit margins for new domestic entrants. Furthermore, the industry faces regulatory complexities and permitting hurdles that can delay project execution. The eventual success of this initiative will depend on the center’s ability to convert research and pilot projects into commercially viable mining and processing operations that can compete with imported alternatives.
