Punjab & Sind Bank Seeks RBI Ease on FCNR(B) Deposit Rules

Punjab & Sind Bank has requested the RBI to relax FCNR(B) deposit norms for banks lacking overseas branches. The lender plans to raise $100 million in foreign funds and aims for a total business mix of ₹4 lakh crore by fiscal year 2029.

Detailed Coverage

Punjab & Sind Bank (PSB) is engaging with the Reserve Bank of India to request simplified rules for Foreign Currency Non-Resident (FCNR-B) deposits. These are foreign currency accounts held by non-resident Indians. Currently, banks with a physical presence in foreign countries have an advantage in attracting these deposits, as they can offer more flexible services to customers. By seeking these changes, the management aims to allow domestic lenders without international branches to compete more effectively for these funds.

Fundraising and Growth Targets

The bank has set a goal to raise $100 million in total. This includes $25 million specifically through FCNR(B) deposits and $75 million via external commercial borrowings. These fund-raising efforts are currently helped by favorable swap rates offered by the central bank, which are available until the end of 2026. Beyond immediate liquidity, the bank is planning a larger capital infusion. It intends to raise ₹2,000 crore through a Qualified Institutional Placement (QIP), which involves selling shares to institutional investors, to support its long-term expansion.

As of June 30, 2026, the bank's total business mix—the sum of its loans and deposits—stood at ₹2.66 lakh crore. The leadership has outlined a growth path to reach ₹4 lakh crore by the end of the 2029 fiscal year. To reach this target, the bank is focusing on expanding its physical reach by growing its branch network to over 2,000 locations and scaling up its digital and physical touchpoints, including 1,600 ATMs and 6,000 business correspondents.

Strategic Context and Monitoring

Investors may note that the bank's growth strategy relies heavily on successful capital raising and the effective use of new technology to improve customer service and operational efficiency. Because the bank operates as a state-run lender, its ability to maintain healthy profit margins while expanding its branch network will be important. Furthermore, the bank's success in managing asset quality and credit growth in a competitive banking environment will influence its ability to reach the ₹4 lakh crore business target.

The key update for investors to follow will be the RBI's response to the proposal regarding FCNR(B) norms and the subsequent timeline for the planned ₹2,000 crore QIP. Any updates on the progress of these capital-raising plans or changes in regulatory support will provide clarity on the bank's financial flexibility for future growth.
