PhonePe Receives UAE Regulatory Nod for Global Expansion

PhonePe has secured in-principle approval from the Central Bank of the UAE to initiate payment operations. This marks the company's first major international expansion as it looks to export its UPI-based technology. The move follows its strong performance in India, where it holds a 45 percent UPI market share, and signals a shift toward revenue diversification ahead of a potential future public offering.

PhonePe has taken a significant step toward international growth after receiving in-principle approval from the Central Bank of the UAE. The company plans to introduce its digital payment infrastructure in the Middle East, with a broader strategic goal of scaling its operations across Southeast Asia and Singapore over the next decade.

The firm, led by co-founder Sameer Nigam, aims to replicate the success it achieved in the Indian market. PhonePe currently commands a 45 percent share in India’s Unified Payments Interface (UPI) ecosystem, processing approximately 12 billion transactions every month. This substantial operational scale, representing monthly transaction values of roughly Rs 14 lakh crore, has provided the technological confidence and capital necessary to pursue growth in foreign jurisdictions.

Strategic International Push

Under the leadership of Ritesh Pai, who heads the company’s international business, the expansion strategy focuses on local integration. Rather than operating as a cross-border remittance firm, PhonePe intends to set up locally regulated operations in each market. By collaborating with regional banks and licensed financial providers, the company plans to build compliant entities that mirror the approach that drove its growth in India. This model is expected to help the company navigate complex regulatory requirements in different countries.

Revenue Diversification and IPO Context

This global pivot arrives as the company manages expectations regarding a potential public offering. With a target valuation reported between $10 billion and $12 billion, diversifying its revenue base beyond the domestic market is a key strategic priority. Operating in new markets allows the company to tap into cross-border transaction opportunities, especially for the high volume of Indian travelers, and reduce reliance on a single market.

Execution and Regulatory Risks

While the in-principle approval is a milestone, it is not a final operating license. PhonePe must still satisfy all final regulatory requirements imposed by the Central Bank of the UAE before it can launch commercial merchant digital payment services. Furthermore, the firm faces stiff competition in international markets, where many fintech players are already well-established.

The key monitorable for the business will be the speed at which it can clear these final regulatory hurdles and initiate commercial operations. Market observers will track how effectively the company can translate its high-volume Indian UPI model into a profitable, locally compliant business in international jurisdictions without facing significant execution delays.
