PhonePe has introduced UPI 123Pay, an SMS-based tool enabling offline digital payments for India's 200 million feature phone users. While the move targets mass-market expansion through hardware partnerships, the company faces pressure to balance aggressive user growth with profitability amid high cash burn and stiff competition.

PhonePe has officially launched its UPI 123Pay service, a solution designed to bring digital payment capabilities to India’s 200 million feature phone users. By using an SMS-based architecture, the platform allows individuals to perform peer-to-peer transfers, manage accounts, and make merchant payments without needing an internet connection or a smartphone. This rollout is a strategic effort to tap into the large segment of the population that has remained outside the digital payments ecosystem due to hardware or connectivity limitations.

To facilitate this, PhonePe has entered into partnerships with major device manufacturers including Nokia, HMD Global, Lava International, and itel. By pre-bundling the service on these devices, the company intends to lower the barrier for first-time users. Additionally, the firm has introduced a voice-based, AI-powered helpline to assist users with the activation process in 12 regional languages, recognizing that accessibility is a primary challenge for this demographic.

While this expansion increases the company's user base, it occurs against a backdrop of financial performance that investors in the fintech sector are monitoring closely. As a private entity backed by Walmart, PhonePe has reported significant scale, with over 715 million registered users and 50 million merchants as of July 2026. However, its financial growth comes with high costs. In the fiscal year 2026, the company posted an operating revenue of ₹7,920 crore but also recorded a consolidated net loss of ₹2,792 crore.

The fintech sector in India remains characterized by intense competition and regulatory oversight, which poses risks to long-term profitability. PhonePe continues to navigate various regulatory headwinds, including restrictions on specific revenue streams like real-money gaming and rent payments. These factors, combined with the ongoing need for substantial spending to acquire and retain users, mean that the company faces a difficult path toward achieving a stable bottom line.

For the industry, the key monitorable will be how effectively PhonePe can monetize this new user base. While reaching the next tier of consumers is a major milestone for financial inclusion, the sustainability of such initiatives depends on managing cash burn and navigating a competitive market where rivals are also aggressively pursuing the same segment. The company's future performance will depend on its ability to convert these new users into active, revenue-generating customers while maintaining operational efficiency in a volatile regulatory environment.
