PhonePe Launches Offline UPI Payments for Feature Phones

PhonePe has launched 'UPI 123Pay,' allowing millions of feature phone users to make digital payments without an internet connection. By partnering with manufacturers like Nokia and Lava, the company aims to bring rural and semi-urban users into the formal digital economy. While the service focuses on financial inclusion, it also highlights the company’s push to solidify its leadership in India's competitive digital payments market.

PhonePe has officially entered the feature phone segment with the launch of its UPI 123Pay service, a strategic effort to bridge the digital divide for millions of Indians who still use legacy handsets. By utilizing a specialized SMS-based architecture, the company has decoupled UPI accessibility from high-speed data requirements. This means users can now perform digital transactions in areas with only 2G network coverage, effectively removing the dependency on reliable internet connectivity.

The company has secured distribution reach by partnering with major handset players, including Nokia, HMD, Lava International, and Itel (part of Transsion Holdings). These manufacturers will pre-install the UPI capabilities on new devices, lowering the barrier to entry for users who may be unfamiliar with complex app-based interfaces. This hardware-level integration is designed to facilitate seamless peer-to-peer and peer-to-merchant transactions, along with basic account management tasks like checking balances and viewing transaction history.

To assist first-time digital users, PhonePe is deploying an AI-powered, voice-first helpline that provides guided, step-by-step activation in 12 regional languages. The intent is to reduce reliance on human support while accelerating the onboarding of new users from tier-3 and tier-4 regions, where the shift from cash-heavy transactions to formal digital finance is still in the early stages.

For investors and market observers, it is important to note that PhonePe is a privately held company and is not currently listed on any public stock exchange in India. While this news does not present a direct investment opportunity in the company’s stock, it provides insight into the firm's strategy to maintain its dominance in the domestic fintech sector, where it currently accounts for a significant portion of total UPI transaction volume.

There are clear business risks associated with this expansion. Security is a primary concern; as the platform targets users with less experience in digital finance, the company faces the challenge of preventing fraud, such as unauthorized UPI PIN sharing. PhonePe has explicitly warned users against sharing PINs over calls or messages. Furthermore, the effectiveness of the service remains tied to the reliability of local SMS networks. The long-term success of this initiative will depend on how quickly and safely the company can onboard these new users, and whether the offline payment model gains widespread trust in rural markets.
