The Ministry of Road Transport and Highways has announced a plan to allow the use of a new, low-cost emission-control device for older diesel trucks and buses. Developed by researchers at the Indian Institute of Technology (IIT) Delhi, this retrofit technology aims to help aging heavy vehicles meet cleaner environmental standards without the need for the owner to buy an expensive new vehicle.
Union Minister Nitin Gadkari confirmed that the device is priced between ₹4,000 and ₹5,000. It is designed to be installed on existing diesel engines that currently meet older emission norms, such as BS-III and BS-IV. According to government data, the technology can reduce particulate matter by up to 90% and nitrogen oxide emissions by 60%, bringing these older engines closer to current BS-VI compliance levels.
To formalize this, the government is preparing to notify the Automotive Industry Standard 228 (AIS-228). This standard will set the technical requirements for these devices to ensure they function safely and effectively on the road. Similar technology has been used in the past for diesel generator sets, but this marks a significant shift in its application for the transport sector.
For investors, this development introduces a new dynamic in the commercial vehicle market. The central government currently runs the 'Parivartan' scheme, which provides financial incentives for owners to scrap older, unfit vehicles and purchase new ones. By offering a low-cost retrofitting option, the government provides an alternative for vehicles that are still mechanically fit but do not meet modern emission rules. Market observers may track whether this alternative leads to a delay in the fleet replacement cycle, as owners might choose to spend a small amount on retrofitting rather than investing in new, more expensive trucks.
While the device offers an immediate environmental benefit, it serves as an interim solution. It does not replace the long-term need for newer, more efficient, or zero-emission vehicles. The long-term impact on the commercial vehicle industry will depend on how widely the device is adopted and how strictly the AIS-228 standards are enforced across different states.
