Bihar Boosts EV Push and AI Ambitions

Bihar is making a significant push into electric vehicles (EVs) and artificial intelligence (AI) to drive economic change. The state recently approved updates to its Electric Vehicle policy, aiming for a large increase in EV adoption. While the plan includes new incentives and federal support, its success hinges on overcoming the widespread hurdles that have historically slowed EV growth in India.

Accelerating Electric Vehicle Adoption

Bihar's updated Electric Vehicle policy aims for electric vehicles to make up 30% of all new vehicle sales by 2030. This is a significant step up from earlier targets, which included 15% EV sales by 2028. The policy offers incentives via Direct Benefit Transfer (DBT) for commercial electric vehicles (like goods vehicles and two-wheelers) and for four-wheelers purchased by women. This aims to boost employment and empower women. The state also plans to help set up EV charging stations, using the national PM E-DRIVE scheme. This central government program, with a budget of ₹10,900 crore for 2024-2026, provides financial aid for demand and infrastructure, which is vital to reduce worries about vehicle range. Bihar has seen strong EV growth recently, with registrations jumping 113% in FY 2024-25 to 23,096 units, mostly two-wheelers, showing increasing customer interest.

Cultivating an Artificial Intelligence Ecosystem

At the same time, Bihar is launching the Bihar Artificial Intelligence Mission. It's partnering with Singapore-based Global Finance and Technology Network (GFTN), which is known for organizing events like the Singapore FinTech Festival. GFTN will help Bihar develop its AI sector, train skilled workers, and encourage innovation. Key initiatives include a five-month advanced AI training program for about 7,000 students over five years. A new AI and quantum-enabled platform, the Aryabhata Technology Observatory, will also be created to support over 100 startups. This effort supports India's national IndiaAI Mission, a ₹10,300 crore program designed to boost AI infrastructure, data, and talent across the country.

Obstacles Ahead for EV and AI Goals

Despite these bold plans and recent growth, Bihar's EV goals face major challenges, similar to those nationwide. A key obstacle is the lack of adequate and working charging stations. India's number of chargers per EV is low compared to global standards, and many current stations have problems. Areas outside major cities, including rural regions, have even fewer options, increasing customer worries about driving range. Electric cars still cost significantly more than gasoline cars, a price gap that subsidies only partly close. India's dependence on imported parts, such as lithium-ion cells, also creates risks for supply chains and price stability. While Bihar has met EV targets before, this was mostly due to three-wheelers. Electrifying two- and four-wheelers will require stronger market strategies. The AI mission, though promising, must contend with building a new sector from scratch, attracting expert talent, and showing real returns in a fast-changing tech world. Separately, a recent increase in the Dearness Allowance for state employees, while beneficial for them, adds an estimated annual cost to the state budget, which could affect funding for these development projects.

Outlook for Growth and Challenges

Bihar's ambitious EV and AI targets show its desire to embrace future economic growth. Aligning with national programs like PM E-DRIVE and IndiaAI Mission offers a way to use central government support. However, the success of these plans hinges on Bihar's ability to build infrastructure, make EVs affordable for consumers, and develop a skilled workforce for both EVs and AI. If these core issues are not addressed, the 2030 EV goal and the vision of an AI-driven economy may not be fully realized.
