The Maharashtra government has started its ₹36,585-crore Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana, with the first list of 533 beneficiaries released. Nearly 56 lakh farming families are set to receive debt relief of up to ₹2 lakh through direct bank transfers. The state aims to complete the verification process for cooperative bank borrowers by the end of July.

The Maharashtra government has officially launched the distribution phase of the Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana, a significant state-led agricultural debt relief program. With a total budget allocation of ₹36,585 crore, the initiative is designed to provide financial relief to approximately 56 lakh eligible farmer families. The government has already issued the first list of 533 beneficiaries covering seven districts to initiate the payout process.

Digital Implementation and Authentication Process

To ensure transparency and speed in distribution, the government is utilizing a dedicated portal managed by MahaIT. This system integrates financial data from 53 different institutions, comprising 30 District Central Cooperative Banks (DCCBs), 12 nationalised banks, and various private sector lenders. Eligible farmers are being notified through SMS alerts to complete their Aadhaar authentication. Once verified, the waiver amount is transferred directly into their loan accounts through the Direct Benefit Transfer system. Farmers can complete their mandatory registration on the Agristack platform and undergo authentication at over 32,000 Aaple Sarkar Seva Kendras located across the state.

Eligibility Criteria and Beneficiary Exclusions

The scheme features specific eligibility requirements to target intended beneficiaries. Recent adjustments have expanded the scope, allowing farmers previously covered under the 2019 Mahatma Jyotirao Phule Farm Loan Waiver Scheme to qualify for up to ₹2 lakh in debt relief. Furthermore, the criteria for repayment history have been relaxed, enabling farmers who repaid loans in any two prior years to become eligible. However, the program maintains strict exclusions to prevent misuse. Individuals such as sitting and former MPs and MLAs, local government representatives, public sector employees, income-tax payers with non-agricultural income, and cooperative bank officials are ineligible for the waiver.

Implementation Timeline and Next Steps

The government has set an aggressive timeline for the rollout, with the process for DCCB borrowers scheduled to be completed by July 31. Following this, the distribution phase will extend to cover eligible farmers with outstanding loans in commercial banks. To maintain transparency, beneficiary lists are being displayed publicly at gram panchayat offices, local cooperative societies, and participating bank branches. The primary monitorable for the coming weeks will be the pace of successful Aadhaar authentications and the transition from cooperative bank beneficiaries to commercial bank loan holders as the July 31 deadline approaches.
