India’s fertiliser industry is set for a massive ₹80,000–90,000 crore expansion cycle to boost urea production. While the new government policy (NIPU-2026) drives this growth to reduce import dependency, it also brings tighter profit margins and lower return limits for new projects, which investors should monitor closely.
The Indian fertiliser industry is entering a significant phase of capacity expansion, with investments estimated between ₹80,000 and ₹90,000 crore expected over the coming months. This push is driven by the government’s newly notified New Investment Policy for Urea-2026, known as NIPU-2026. The primary goal of this initiative is to boost domestic production and reduce the nation’s heavy reliance on imported urea, which accounted for approximately 27% of demand in the 2025-26 period.
Impact on Project Economics
While the policy aims to add 10 million tonnes of annual capacity through 8 to 9 new gas-based plants, it also changes the financial landscape for the companies involved. According to the rating agency ICRA, the economics of these new projects are tighter compared to the previous NIP-2012 policy. The new framework narrows the allowed return on equity to between 12% and 16%, down from the 12% to 20% range offered under the older policy.
This shift in policy is expected to impact profitability. For a typical 1.27-million-tonne-per-annum urea plant, ICRA estimates that EBITDA could decrease by ₹250–280 crore compared to the previous framework. This tightening suggests that project proponents will need to focus strictly on controlling capital spending and maintaining high operational efficiency—specifically capacity utilization above 95%—to ensure that project returns remain attractive.
Reliance on Imported Gas
One of the most critical factors for investors to watch is the sector’s high dependence on natural gas, which is the primary raw material for urea production. Currently, the fertiliser industry relies on imported liquefied natural gas (LNG) for about 85% of its gas requirements. With the fertiliser pool gas price rising to around $19 per million British thermal units in April 2026, up from $13 previously, cost management has become increasingly difficult.
Given this exposure to global price volatility, companies that can effectively diversify their gas supply contracts may have a competitive advantage. The success of these new urea projects will heavily depend on how well companies manage these input costs alongside the capital-intensive nature of building new plants.
Beneficiaries Beyond Producers
The impending expansion cycle is likely to create opportunities for allied industries. The large-scale construction of 8 to 9 new plants over the next 3.5 to 4 years will require significant support from engineering and construction (EPC) contractors. Additionally, the increased demand for natural gas is expected to benefit gas transmission companies, LNG terminal operators, and manufacturers of specialized process equipment, such as high-pressure vessels, heat exchangers, and ammonia converters.
Investors should track the actual commissioning of these projects in the coming years. While the government's policy provides a roadmap for growth, the financial health of the participating companies will depend on their ability to execute projects within the expected 3.5-to-4-year timeline and navigate the risks associated with global gas prices and currency fluctuations.
