India and Vietnam have agreed to further expand and deepen their defense cooperation, focusing on critical emerging sectors like cybersecurity and real-time exchange of information. This was decided during the Defence Policy Dialogue held in Hanoi, co-chaired by India's Defence Secretary Rajesh Kumar Singh and Vietnam's Deputy Minister of National Defence Senior Lt-General Hoang Xuan Chien.
The dialogue reviewed progress in areas such as hydrography cooperation, capacity building, training, increased port calls, and warship visits. Cooperation in niche domains like Artificial Intelligence (AI) and shipyard upgradation was also discussed.
A significant outcome was the signing of a Memorandum of Understanding (MoU) on submarine search and rescue collaboration. Additionally, a "Letter of Intent" was signed to strengthen defense-industry cooperation. This aims to promote technology transfer, prioritize high-tech and core technology domains, foster joint research, facilitate joint ventures, coordinate procurement of equipment for defense production, and exchange experts.
India views Vietnam as a key partner in its Act East Policy and Indo-Pacific vision, highlighting the strategic importance of this enhanced bilateral defense cooperation.
Impact: This increased cooperation is expected to boost opportunities for Indian defense companies in technology sharing and joint production with Vietnam. It also strengthens India's strategic footprint in the Indo-Pacific region, potentially leading to increased investment and focus on the Indian defense sector. Rating: 7/10.
