THE SEAMLESS LINK
A significant infusion of ₹11,486 crore into Assam and the wider Northeast region highlights the government's commitment to rapidly expanding rail connectivity. This allocation, a fivefold increase from 2014 levels, signals a strategic imperative to fortify the region's infrastructure, particularly along the narrow Siliguri corridor, colloquially known as the 'Chicken's Neck'. The planned development of 40 kilometers of underground railway tracks underscores the heightened focus on securing this critical artery against potential vulnerabilities.
Strategic Corridor Underpinning
The Siliguri corridor, a land strip approximately 20-22 kilometers wide, serves as the sole terrestrial link between India's eight Northeastern states and the rest of the country. Its geopolitical and economic significance is immense, yet its narrowness presents a perennial vulnerability. Concerns have intensified following reports suggesting Chinese support for reviving a World War II-era airbase in Lalmonirhar, Bangladesh, close to the Indian border. This proximity raises alarm bells for national security and logistical resilience. The region's strategic importance has been further contextualized by statements from Bangladesh's interim chief advisor, Professor Muhammad Yunus, who described India's Northeast as a 'landlocked' region with Bangladesh as the 'guardian of the ocean'. Such remarks, made during visits to China, have amplified regional strategic dialogues.
Infrastructure Overhaul and Investment
Indian Railways is undertaking a broad infrastructure push across the Northeast, with projects worth ₹72,468 crore currently in progress. The Union Budget 2026 allocates a total of ₹2.78 lakh crore to the Indian Railways nationwide, with a substantial portion dedicated to high-speed connectivity and safety. Beyond the planned underground segment, ongoing projects include extending rail connectivity to Bhutan from Kokrajhar to Gelephu and developing lines in Manipur, Sikkim, and Nagaland. The proposal for underground tracks aims to enhance redundancy and security along the Siliguri corridor, complementing existing overground lines to create a six-line railway track system at that critical point. Assam Chief Minister Himanta Biswa Sarma had previously advocated for exploring underground rail and roadway solutions below the Chicken's Neck.
Future Connectivity Vision
The government's vision extends to integrating the Northeast into India's high-speed rail network. A proposed Varanasi-Siliguri bullet train corridor is slated for extension to Guwahati, aiming to drastically reduce travel times and foster economic growth. This initiative aligns with a broader national strategy to develop seven high-speed rail corridors across the country, underscoring a significant investment in future mobility solutions. The overall railway development in the Northeast has seen over ₹80,000 crore invested in the last eleven years, connecting state capitals and opening new avenues for economic progress and tourism.
