Formalized Scheme Classification and Withdrawal Clarity

NPS Vatsalya is now officially designated as a "Specific Purpose Scheme." This classification allows for tailored rules regarding exits and withdrawals. The new guidelines offer granular detail on partial withdrawals for minors, permissible for specific purposes like education, treatment of serious illnesses, or disabilities exceeding 75% after three years of account opening. These withdrawals are capped at 25% of the total contributions, excluding returns, with defined limits before and after the subscriber reaches 18.

Transition Process Post-18

A clear transition process is outlined for subscribers turning 18. Accounts can continue under NPS Vatsalya for up to three additional years, requiring fresh Know Your Customer (KYC) and nomination details. Subscribers have options: they can move to the NPS All Citizen Model, opt for a lump-sum withdrawal of up to 80% with the remainder annuitized, or fully withdraw if the total corpus is under ₹8 lakh. If no explicit choice is made by age 21, the account will automatically transition to a high-risk equity-oriented option within the same pension fund.

Elevated Equity Allocation and Enrolment Drive

The investment framework now permits a more aggressive asset allocation, with equity exposure ranging from 50% to 75%, significantly higher than many traditional savings products. Government securities will form 15-20% and debt instruments 10-30%. Additionally, a new incentive structure aims to boost enrolment, particularly in rural and semi-urban areas. Community workers such as Anganwadi workers, ASHA workers, and Bank Sakhis are eligible for incentives up to ₹100 per NPS Vatsalya account enrolled. Charges and fees for NPS Vatsalya accounts will align with those of the regular NPS All Citizen Model.
